Phase 2 focused on filling technical gaps identified in Phase 1, and clarifying community direction on key issues.
• Four focus groups were held to consider options and tradeoffs in depth.
• The results were presented and discussed in an open house.
• Kitchen Table packages were available for download and distributed through the community, enabling people to review and comment on information from the Open House.

The four focus groups were held with community members and experts on key issues in early October 2008. They focused on:

• Economic Development & Employment
Objective: To identify appropriate employment uses for the Oceanfront and assess how much should realistically be accommodated

• Community Facilities and Public Open Space
Objective: To explore priorities for public spaces and community facilities and to consider implementation aspects of the priorities.

• Water and Waters Edge
Objective: To explore appropriate potential ecological and recreational uses and treatments of the shoreline and water.

• Land Use
Objective: To assess preferences for development program and related built form, amenities and other implications.
